I wonder if the thinking behind them is they are appropriate for children with downs syndrome so they can have a toy that is like them?

This seems likely - You can also buy amputee dolls and dolls in wheelchairs to help young children understand their own disabilities.

I don't see what's wrong with it. How are kids in a family with a DS child expected to learn about it, start accepting that it's normal? It's like a few years ago there were hardly any black or asian dolls and now there are loads. I can see it meeting a real need.
